To merge the two iPhoto libraries you need a third-party tool. IPhoto Library Manager merges two libraries and even offers an option to remove duplicate photos (link in Resources).
Option-launch Photos and select an iPhoto library you want to merge with another. After conversion, choose View > Albums and double-click All Photos. Choose Edit > Select All.
You can then use PowerPhotos to create a new Photos library, copy that regular album and all its contents to the new library, and delete the album and associated media from your main Photos library.

Mar 13, 2018 · If you are planning to migrate your photo libraries from Aperture or iPhoto to Photos and own Aperture 3.6, merge your libraries in Aperture before the migration while you still can use Aperture as described here: Aperture 3.3: How to use Aperture to merge iPhoto libraries – Apple Support. Make backup copies of the libraries before you try that.
The iPhoto library is actually a folder which your Mac shows as a file. It’s located in the /Users/username/Pictures folder and it’s called iPhoto Library. You can just copy the whole folder onto a hard drive or move it via Ethernet/Wi-Fi and put it in the same folder on your new Mac and it will be there.

1) To merge additional libraries, launch Photos while holding down the option key, and then select the next library you wish to merge with the main library. 2) Follow steps 3 through 10, above. 3) Repeat for each image library you wish to merge with the main Photos library.
If your library is large, and you want to free up storage space on your Mac, turn on iCloud Photo Library and use Optimize Mac Storage, or move your library to an external drive. Before you start, be sure to back up your library. Prepare your drive.
